Emergency Subsidy Program

– includes the provision of cash or non-cash subsidy for 18 million low-income household beneficiaries amounting to 5,000 to 8,000 pesos per month for 2 months.

– A Social Amelioration Card (SAC) is a form, distributed by the barangays, that captures the family profile which will be the means for affected families to access the social amelioration programs of the government.

According to the first Report of the President to the Joint Congressional Oversight Committee, here’s how things are going so far:

– The Department of Finance will assist the DSWD in forming a database that provides a list of beneficiary programs derived from existing lists submitted by government agencies to determine the subsidy amounts for household beneficiaries.

– The DOF will aso work with the IATF-Technical Working Group for the submission of the budget augmentation requests to the Department of Budget and Management, mapping of the household beneficiaries based on the database, and finalization of the operational guidelines for the ESP implementation, to be rolled out on April 1, 2020.

– As of March 25-26, 8,641 beneficiaries received 5,000 pesos from DOLE-CAMP, and another 51,293 beneficiaries received cash amounting to their daily minimum wage in their respective regions. As of March 30, the total amount given out for CAMP and TUPAD turns out at some 95.43 million pesos. However, these two DOLE-initiated programs are different from the financial aid guaranteed under the Bayanihan To Heal As One Act of 2020.
