Yesterday’s Nightmare, Today’s Reality

Whenever someone hears the surname “Diokno”, some get reminded of the late Sen. Jose “Pepe” Diokno and his efforts against the Marcos regime, while others think about his son, Atty. Chel Diokno. Regardless of which Diokno pops into mind, the surname is usually associated with upholding justice and helping those who are in need. Though years have passed, the Dioknos today still continue the legacy of serving the people and upholding the importance of human rights.

As the controversial Anti-Terrorism Bill was signed into law by the president, many got alarmed by the possible abuses that may come with the new law. Several lawyers, journalists, politicians, organizations, and even individuals were against it and so proceeded to file petitions seeking to declare the law as unconstitutional. Among these people is Atty. Chel Diokno, who went beyond his way to talk with Hi-Lites about the Anti-Terrorism Act of 2020 and its future implications on society.

When asked about how the newly enacted law would affect the everyday activities of Filipinos, Atty. Chel said, “It should not affect us but I think it will have what they call a chilling effect. [W]hen we know that there’s a law that could be used against us, we will think twice before we post anything on Facebook or Twitter or even when you make any kind of expression whether online or offline and that is the real danger of this law. That it will force us to self-censor, to censor ourselves, out of fear of being charged or arrested or prosecuted.”

Though many feel anxious and terrified about the law, Atty. Chel assured that this law must not be a hindrance to freedom of expression and advised everyone to continue speaking truth to power, expressing opinions, and exercising rights. . 

“[T]hese are rights that are given by our constitution and even more than that these are rights that have been fought for by generations of Filipinos. As early as the time of Rizal and Mabini and the rest of our heroes, they were already fighting for our right to speak freely, a right to liberty, and our other rights. So, this is something that is not new to us and I think we have to continue that tradition so that future generations of Filipinos will also enjoy the democracy that we have been enjoying,” he said.

Several decades after Atty. Chel’s father fought for freedom and democracy, today’s generation needs to face the same dilemma. From one generation to another, everyone has been wishing for a better Philippines. All have the same dreams and aspirations and that is to see peace and restorative justice reign in the country. It is time to learn from our history books and never let the Filipinos experience a living nightmare once more.
