Discaya yields to NBI ahead of arrest warrant

Department of Public Works and Highways (DPWH) contractor Sarah Discaya surrendered herself to the National Bureau of Investigation (NBI) office in Pasay City on Tuesday, December 9, before an expected issuance of an arrest warrant from President Ferdinand “Bongbong” Marcos Jr.

She conceded to the NBI’s headquarters around 10 a.m., following the President’s earlier statement that the arrest warrant will be issued “this week.”

According to the President’s ‘‘Sumbong sa Pangulo’’ website, Discaya and her husband, Pacifico ‘‘Curlee’’ Discaya, own several construction companies that secured billions of pesos worth of government projects between 2022 and 2025.

Among these are Alpha and Omega General Contractor & Development Corporation and St. Timothy Construction Corporation, both named by Marcos as part of the 15 companies that together obtained nearly 20% of the country’s flood-control projects.

The Discayas — along with several officials from the DPWH in Davao Occidental — will face malversation and falsification of documents charges for their alleged involvement in a “ghost” flood-control project worth P96.5 million in Davao Occidental.

Investigations revealed that the project was declared completed and paid for despite confirming that no work had been done.

The Office of the Ombudsman filed the charges against Discaya and her associates in connection with the project, as authorities have been ordered to prepare the arrests once the court issues the warrants.
